I have a disk for FS Chopper fever. I have tried several times to download it to my new Windows 10 computer. It asks me for my language and then starts. It shows the window for the Install Shield and then it just stops. What might be the problem and how can I fix it? This was my husband's favorite helicopter and I really want to make it work for him. We have already installed FSX and it is working. Thank you for any help.

When the installation for an application fails, then it could mean that compatibility doesn't exist for that installer/app or it's corrupted and needs to be downloaded again from its official website.
I've visited a few websites and it appears that the product isn't available anymore. The latest release was somewhere in 2008, and since then, no update was provided anymore. The JustFlight website indicates that Chopper Fever (FSX) isn't available.
Try setting a compatibility mode for the software. To do this, right click its installer, then go to Properties > Compatibility and choose Windows 7 or Windows XP from the list (better go with XP). Launch the program as Administrator to avoid any other problems.
